The bloodiest period of time in shinobi history. The world was tearing itself apart, no side wanting to let one another take the victory, technical or moral. Daimyo of all nations hired ninja from all clans, walks of life, and skills. Children or elder, Uchiha or Senju. None were safe from the conflict, although such bloodshed would never last forever. Clans tired. Daimyo greed grew thin, as their citizens lost confidence in them. Tired of the bloodshed, and most importantly, the diminishing faith his people held for him, the Daimyo of Hi no Kuni gathered many clans that took refuge in his territory, offering them the ability to form a community, a village, entirely out of their shinobi, forming alliances, and allowing their elders to operate the village as a council. The other Daimyo saw this and soon followed, for fear of losing their citizens to the land of fire. The hidden villages, Konohagakure, Kirigakure, Sunagakure, Iwagakure, and Kumogakure. These were the villages that soon formed, heralding the end to the brutal times of the Warring Clan Era.

In Konohagakure no Sato, clans such as the Uchiha, Senju, Sarutobi, and a variety of other lesser clans gathered together, sending their elders to operate as a temporary council as the village as a whole focused its efforts in a two pronged effort of self-sustaining production and seeking a Hokage to lead the village in a singular and direct manner. The village, settled among trees and in the shade of a singular large cliff, had a relatively peaceful start.

Kirigakure no Sato was similar, however unlike the village of leaves, many of the clans that were gathered were bloody, and still thirsted for conflict despite the official end to the war. Clan leaders worked to temper the rage and bloodthirst, eventually growing into a relatively civil state while the council searched for their own Kage, the Mizukage, in order to unify the village. Ever surrounded by mists and running streams, bridges had to be built, in every sense of the saying.

In the desert lands of Kaze no Kuni, Sunagakure no Sato was built in order to provide refuge to the otherwise nomadic clans and families that wandered otherwise at the mercy of raiders and bandits. Rather than from clans, the council was instead formed by aids directly selected by the Daimyo of wind in order to create a proper "oasis in the desert". Yet with this, comes a lack of military knowledge, or shinobi guidance. The search for the Kazekage begins with this.

Among mountains, hills, and in great expanses, Iwagakure no Sato formed. Sturdy and resilient at its foundations, the council of elders for this village are as stubborn as they are wise. Indeed, although still one of the five founding villages, these elder's were the last of the five villages to conclude that a single figurehead would be useful; mostly due to confidence in their own abilities. Yet, clans still wanted a separate power from the council and Daimyo to represent them - a figurehead that represented them in the closest form. The Tsuchikage.

Finally, among the clouds and peaks of mountains, the village of Kumogakure no Sato enjoys the scenes of a singular, large lake, with mountainous spires housing houses and shops. The shinobi of this mountainous region are as varied as their motives, and indeed, they are the village with the youngest council members, whose inexperience has called into question the village leadership. Demands for the first ever Raikage were, surprisingly, from the Daimyo of lightning, to guide and work alongside the council.

So, the dawn of the New Era (NE) begins. And as it begins, the councils quickly realise they alone cannot operate the village. A symbol, one to help give a co-ordinated direction, and perhaps in future to assert dominance, fear, or respect across the shinobi lands. A shadow of the villages themselves. The Kage. Who are these Kage? How will they operate their villages? As the world leaves behind the terror, it is a blank slate. And it is time to follow the stories, explore the world, and watch as shinobi of all ages, all countries, make a name for themselves. A time for them...
